Economic and Business Contribution Analysis - Cost/Benefit Decision Support

The purpose of the assessment of EH&S Real CostTM is to determine the direct and indirect costs related to environment, health and safety (EH&S) activities throughout the operation, and to identify the consequential costs of EH&S decisions and constraints. The Real CostTM assessment addresses materials, processes, equipment, labor, administrative support, EH&S-related suppliers, environmental control equipment, permits and other regulatory constraints, EH&S programs, Customer requirements and constraints, and management time and diversions.

The Business Contribution analysis addresses current business contribution from EH&S activities and surfaces opportunities to improve results

Pie Charts Showing Results from a Real CostTM Labor Analysis

The key objectives of the EH&S Real CostTM and Business Contribution analysis include:

  • A clear understanding of the current use of money and personnel to carry out EH&S functions
  • An assessment of the current contribution to business results from the EH&S function
  • A list of opportunities to reduce EH&S costs, improve the use of human resources, generate business flexibility, improve margins and minimize liability exposure
  • An assessment of opportunities for continuous improvement and breakthrough change in keeping with the precepts of World Class Manufacturing

Example of Real CostTM Labor Analysis

In 1998, Kestrel conducted a Real CostTM pilot study for the Synthetic Organic Chemical Manufacturing Association (SOCMA). One of the primary goals was to compare the real cost of compliance with the selected environmental regulations with the government estimates that were provided at the time of rule making. Below are a few selected charts from Kestrel’s report:
