We are pleased to announce that Peter L. Provost, CIH, has joined Kestrel Horizons, LLC, as a Senior Consultant.

Peter L. Provost | Certified Industrial Hygienist and Registered Environmental Manager

Peter L. Provost is a Certified Industrial Hygienist and Registered Environmental Manager with over 30 years experience in health, safety and environmental consulting. He graduated Cum Laude from the University of Massachusetts with a degree in Environmental Health and performed post-graduate research in Industrial Hygiene at Harvard University. Mr. Provost was formerly the Corporate Director of Environment, Health, and Safety for Pirelli North America, Inc. and also served as a Member of their Board of Directors. Prior to Pirelli, he managed the Occupational Health Compliance Program for OSHA in North Carolina.


Chemical Facility Anti-Terrorism Standard

The Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standard requires facilities that possess chemicals of interest in excess of screening threshold quantities to perform specific actions to be in compliance. An initial submittal is required by facilities meeting the definition of a “chemical facility” (definition is provided in the links below) which will include an initial screening process, called a Top Screen. The Top Screen is due on January 22, 2008. Kestrel Horizons can provide assistance in the initial screening of chemicals at a facility to determine if a facility must submit the Top Screen, and assistance with submittal of the Top Screen. We have extensive experience in chemical inventory management, and can bring this experience to bear in determining if a facility is subject to this standard. Following submittal of the Top Screen, DHS will rank facilities into risk tiers, and communicate SVA and SSP requirements to the facility. Kestrel Horizons has experience with both SVAs and SSPs, and can provide assistance with the preparation of both. We would combine elements of existing plans and programs, such as site security, EPA Risk Management Planning, and OSHA Process Safety Management. Click on the links for further information.
